Watling Avenue Car Park Redevelopment (currently under planning application 24/4556/FUL): Studies, financial model template, land ownership

Under Freedom of Information Act, I would like to request the information below regarding the redevelopment of 'Watling Avenue Car Park, Burnt Oak Library and 41 Barnfield Road HA8 0AY'.(1) Number of residential units underpinning 2020 expression of interest for bidders for the Watling Car Park developmentBackground: Para 1.19 of pdf document entitled, 'Development Portfolio Programme', Item 7, Housing & Growth Ctte, 6 July 2020 states, in relation to Northway/Fairway and Watling Car Park 'At this stage no consideration has been made to the housing contribution these sites could deliver, but we suspect in addition of 200-300 units above those set out in figure 2'. Figure two is a table of other Council sites and the number of estimated housing numbers units associated with them. It does not intimate that the figure for Watling Car Park alone is 300.Therefore, please supply: a copy of the documents (e.g. feasibility studies and/or other relevant document) showing how the figure of 300 units for Watling Car Park development's estimated housing number units was arrived at/justified. NB: this figure fed into the Spring 2020 'Expression of Interest' advert for developers and subsequently the 'Proposed Approach to Site Disposal' as at 14 June 2021.(2) LBB Financial ModelPlease supply: an Excel version of the Financial model proforma provided to those bidding to deliver 300 units on the site (referred to in Para 7.3.2 of pdf document entitled, 'Watling Car Park Proposed Approach to Site Disposal, Item 16, Housing & Growth Ctte, 14 June 2021). For your convenience, the pdf is available from this landing page: https://barnet.moderngov.co.uk/ieListDocuments.aspx?CId=696&MId=10845&Ver=4(3) Land OwnershipPlease can you confirm who the current owner of the land associated with planning application 24/4556/FUL is?Context: The statement in paragraph 6 of document '13715673 CR_Watling Avenue Car Park_agenda dated 04.03.24_Redacted' (received as part of FOI ref 13715673) states, 'The land is a council-owned site, which was acquired by Iceni Projects through a tendering process for the purposes of development'. The sentence is unclear as to whether LBB still owns the land or whether Iceni Project has since acquired or whether, perhaps, they jointly own it.
