Road Adoption on Dollis Valley Estate namely Hammond Close (part), Sphinx Way, Hera Avenue, and Minerva Way.

I have reached out to the Highways Team numerous times to try and ascertain what the blockers are preventing the adoption of the roads on the Dollis Valley Estate redevelopment. This development stated within the planning application that certain roads would be adopted by the council and confirmed that these roads had been built to an adoptable standard. These roads namely are: Hammond Close (part), Sphinx Way, Hera Avenue, and Minerva Way.It has been 10 years since legal completion occurred.xxx and xx from the Barnet Highways team assisted with email correspondence stating that:"These roads are intended for adoption as public highways [but] the Developer (Countryside) needs to complete and close out outstanding items, including snagging' and that 'We are waiting for the developer to fulfil their obligations under the highways legal agreements with the Council to secure formal adoption'.The highways team then refused to state what the snag list and list outstanding items and obligations are and that if I wanted this information, I would need to fill in an FOI request.The council has already adopted part of Hammond Close(!) but not the remainder meaning that it is certainly possible for adoption to occur.The information I therefore am requesting is:1)What are the blockers that are preventing the adoption of Hammond Close (part), Sphinx Way, Hera Avenue, and Minerva Way.2)The adoption plan for these roads.3)The legal agreements which Barnet believes Countryside have not fulfilled and which are preventing adoption. 4)What obligations Barnet believes Countryside have not complied with and which are preventing adoption.5)The 'snag list' which Barnet believes remains outstanding and is preventing road adoption6)When the above items were last reviewed by Barnet.7)The review process which is in place for the above to ascertain whether Countryside has indeed completed their outstanding actions.8) What legal agreements are in place to ensure that the developer completes their actions.
