Equality Impact Assessment for the LED Street Lighting Conversion Programme

I have previously asked to see all information relating to the further assessment of the impact of LED street lighting on sensitive individuals that was noted in the initial Equality Impact Assessment.I was told via my previous inquiry that you do not hold the information, as the assessment was carried out by the PFI contractor.However, according to the Delegated Powers Report for this project, the Equality Impact clearance had to be verified and signed off by identified individuals in the Council and passed to the Governance Service for publishing. This was supposedly done as follows:8. Equalities & Diversity clearance obtained (report author to complete) Name of officer Andrew Nathan Date 06/05/2011 9. The above process has been checked and verified by Director, Head of Service or Deputy (report author to complete) Name Pam Wharfe Date 17/06/2011 10. Signed & dated report, scanned or hard copy received by Democratic Services for publishing Name of DSO Andrew Charlwood Date 24/06/2011 11. Report published by Dem Services to website Name of DSO Andrew Charlwood Date 24/06/2011So, there has to be documentation within the Council showing the verification of the EIA by Pam Wharfe which has been passed to Democratic Services for publication. I would like to see this material please.NB: I assert that the confirmation by the PFI contractor that it could complete the project using 4000K LEDs does not constitute any kind of assessment of the impact that this kind of lighting might have on light-sensitive individuals, thus the notion that the "full assessment" of the risk to light sensitive individuals had been carried out by the Council using data provided by the PFI contractor would appear to be false. No further assessment of the impact of this kind of lighting appears to have been carried out.I would like to see the evidence that would be needed to dismiss this conclusion, please.
