Investing in Barnet’s Roads and Pavements
It is an investment programme that sets out our planned works. It covers all aspects of Barnet's highway network, from road and pavements to structures, drainage, signs and road markings.
How we choose which roads and pavements to fix each year
A work programme is developed every year using an independent condition survey company.
Every road and pavement in the borough is surveyed and its condition is recorded, according to the national standard
When developing the yearly works programme, consideration is given to the closeness to places of education and worship. In the case of pavements, the surveys also consider where issues are due to tree roots.
This approach ensures that the work programme maximises our investment by prioritising those roads and pavements in most need of repair.
Works programme
Each year Barnet's roads and pavements are selected for repair based on their condition. These are then published in a work programme
Why we may have only partially repaired the road / pavement
Roads and pavements can differ in condition along their length and the entire road or pavement might not require repair.
In order to achieve the best value we may only repair part of a road or pavement that was identified in the survey as in need of repair or replacement.
Using this approach, we may only resurface or relay the footway on one side of the road.
Patching is used where the defect is less than:
- 100m long for a road
- 60m long for a pavement
This was agreed at the 13 January 2022 Environment Committee meeting.
Treatment types
As part of our investment programme, we undertake 4 main types of work:
- pavement relay
- pavement patching
- road resurfacing
- road patching
The material we use for repairs is dependent on the location and type of work.
More information on treatment types
Timing of works
A letter will be distributed 2 weeks prior to works commencing advising residents and businesses of expected work times.
Advanced warning signs and temporary barriers will be erected prior to work commencing.
We work both day and night depending on the location of works.
Day works will be conducted between the hours of 8am and 5pm, with any night works taking place between 8pm and 5am. Our aim is that the noisiest work is completed before midnight to minimise disruption.
Our contractors are happy to answer any questions you may have and to help inform you of their progress as best as possible.
Delays to work starting
Some of the treatment types that we use are weather dependent and may cause a change to the start date. If a delayed start is required, you will receive a letter to inform you of a revised work start.
Apply to have your kerb lowered or extended prior to planned pavement works
If you are considering applying for a new or extension to an existing crossover during planned works, you may receive a discount in price because of the planned works.
It is essential the application is received as early as possible to ensure it is processed ahead of works commencing.
If you live in a Controlled Parking Zone, your application will be subject to a statutory consultation.

Parking during planned works
During works you may not be able to access your property.
We ask you to park your vehicle elsewhere on the day before works begin in order to allow full access to the road or pavement to carry out the works.
If you park on your private property and live within a Controlled Parking Zone (CPZ) you may apply for a temporary parking permit.
To apply for a temporary permit, please contact us by email quoting the scheme reference number (found on the letter you received) and the name of your road to highwayscorrespondence@barnet.gov.uk or by telephone 020 8359 3555.
Please apply up to 1 week before we are due to start work.
Lift and shift of vehicles
When works are taking place, full access to pavements and roads are required. For this reason, residents and road users will be informed of planned start times and about restrictions for road use or parking.
If your vehicle is left in an area where we are carrying out planned works, we may have to use a vehicle lifter to move your vehicle.
If your vehicle is moved to complete works, it will be relocated to a safe location and not incur a charge. We encourage residents to move their own vehicles.
If your vehicle has been relocated, please contact J M Clark Ltd directly by calling 0800 014 6241 or by email info@jmclarkltd.co.uk
