Applications for prior approval and prior notification: what to include

The information we ask you to supply depends on the type of application, its nature and the scale of the development proposals.

We are seeking your views on our proposed changes to Barnet Validation Requirements. You can find details of the documents we need you to include within the application types on this page.

Applications for prior approval and prior notification

Not all applications will require submission of all the documents listed below. For further information on the relevant thresholds, see the attached ODT document and guidance notes. 

These requirements apply to: 

  • Prior Notification of proposed agricultural or forestry development: proposed building
  • Prior Notification of proposed agricultural or forestry development: proposed road
  • Prior Notification of proposed agricultural or forestry development: proposed excavation / deposit of waste material
  • Prior Notification of proposed agricultural or forestry development: proposed fish tank or cage

National List Requirements

  1. Completed application form or written description of the proposed development, to include materials to be used. The form must include data required by the Greater London Authority
  2. Appropriate fee: All applications - see guidance notes for Barnet additional fees
  3. An Ordnance Survey location plan (1:1250 scale) showing:
  • the property in relation to its surroundings
  • the boundaries of the property marked by a red line
  • other land owned by the applicant marked by a blue line
  • road names and direction of north

Barnet Essential Requirements

  1. Ecological Assessment (for developments near known, or where reasonable likelihood of, habitats of protected species)
  2. Landscaping details: Existing trees and vegetation should where practicable be retained in new development and protected during construction 
  3. Supporting Planning Statement
  4. Existing and proposed block plans, floor plans and elevations scale 1:50 or 1:100
  5. Photographs and photomontages (optional but advised)

National List Requirements

  1. Completed application form or written description of the proposed development, to include materials to be used. The form must include data required by the Greater London Authority
  2. Site Notice: Statement that the applicant has displayed the site notice in accordance with A.2(b) (ii and iii) of Part 31 of Schedule 2 of the General Permitted Development Order 1995
  3. Appropriate fee: All applications - see guidance notes for Barnet additional fees
  4. An Ordnance Survey location plan (1:1250 scale) showing:
  • the property in relation to its surroundings
  • the boundaries of the property marked by a red line
  • other land owned by the applicant marked by a blue line
  • road names and direction of north

Barnet Essential Requirements

  1. Ecological assessments: Developments near known, or where reasonable likelihood of, habitats of protected species
  2. Landscaping details to show proposed restoration of the site 
  3. Supporting Planning Statement:
  4. Photographs and photomontages (Optional but advised)
  5. Tree survey / arboricultural report to show how existing trees on and adjoining the site will be protected during demolition: All applications where trees present

National List Requirements

1. Completed application form and written description of the proposed development, to include:

  • The length the extension extends beyond the rear wall of the original dwellinghouse
  • The height at the highest point of the extension
  • The height at the eaves 
  • A plan indicating the site and showing the proposed development and any existing enlargement of the original dwellinghouse to which the enlarged part will be joined
  • The addresses of any adjoining properties, including at the rear
  • A contact address for the developer (householder) and an email address if the developer is happy to receive correspondence by email

The form must include data required by the Greater London Authority.

Barnet Essential Requirements

  1. An Ordnance Survey location plan (1:1250 scale) showing:
  • the property in relation to its surroundings
  • the boundaries of the property marked by a red line
  • other land owned by the applicant marked by a blue line
  • road names and direction of north

2. Existing and proposed block plan to show the site and proposed development:

  • Scale 1:200 with scale bar indicating a minimum length of 0 to 5 or 0 to 10 metres
  • Each sheet must have a drawing reference number and include the site address

3. Existing and proposed floor plans and elevations:

  • either 1:100 or 1:50 scale with scale bar indicating a minimum length of 0 to 5 or 0 to 10 metres
  • Each sheet must have a drawing reference number and include the site address

4. Completed Community Infrastructure Levy (CIL) Additional Information Form

Not all applications will require submission of all the documents listed below. For further information on the relevant thresholds, see the attached ODT document and guidance notes.  

  • Prior approval of proposed change of use from business, commercial, light industrial, storage and distribution, agricultural to residential
  • Classes G, M, MA, N, P, PA and Q of Part 3 of the Town and Country Planning (General Permitted Development) (England) Order 2015, as amended

National List Requirements

  1. Completed application form or written description of the proposed development to include any building or other operations (if relevant). The form must include data required by the Greater London Authority
  2. Appropriate fee: All applications - see guidance notes for Barnet additional fees
  3. A plan indicating the site and showing the proposed development
  4. A statement specifying the net increase in dwellinghouses proposed by the development (For classes G, M, MA, N, P, PA and Q)
  5. (Class Q) A statement specifying i) the number of smaller dwellinghouses proposed ii) the number of larger dwellinghouses proposed iii) number of smaller and larger dwellinghouses developed previously under class Q
  6. Floor plan indicating the total floor space in square metres of each dwellinghouse, the dimensions and proposed use of each room, the position and dimensions of windows, doors and walls, and the elevations of the dwellinghouses (For classes G, M, MA, N, P, PA and Q)
  7. The developer’s contact address
  8. The developer’s email address (if content to receive communications electronically)
  9. A Site Specific Flood Risk Assessment: Development in Flood Zone 2 or 3 or sites within 0.1% (1 in 1000) AEP RoFSW (risk of flooding from surface water) flood extent or the 1%(1 in 100) AEP plus 70% climate change fluvial extent. See Guidance Notes

Barnet Essential Requirements

  • the property in relation to its surroundings
  • the boundaries of the property marked by a red line
  • other land owned by the applicant marked by a blue line
  • road names and direction of north

2. Existing and proposed floor plans either 1:100 or 1:50 scale with scale bar indicating a minimum length of 0 to 5 or 0 to 10 metres

Each sheet must have a drawing reference number and include the site address

3. Assessments of

  • Transport impacts of the development, particularly to ensure safe site access
  • Contamination risks on the site
  • Flooding risks on the site
  • Noise Impact
  • Air quality
  • Impact of loss of services provided by a registered nursery or health centre
  • Provision of natural light

4. Fire Safety Impact Assessment: eg Class MA where the development meets the fire risk condition. A statement complying with London plan policy D12 and the fire Safety Guidance is required

5. Evidence of use on relevant date specified for that class

  • Prior approval for demolition of existing buildings and construction of new dwellinghouses in their place
  • Class ZA, Part 20 of the Town and Country Planning (General Permitted Development) (England) Order 2015, as amended

National List Requirements

  1. Completed application form and/ or written description of the proposed development to include details of the building proposed for demolition, the replacement building and other operations as specified in the regulations.The form must include data required by the Greater London Authority
  2. Appropriate fee: All applications - see guidance notes for Barnet additional fees
  3. A plan, drawn to an identified scale and showing the direction of North, indicating the site of the proposed development
  4. Drawings prepared to an identified scale and showing external dimensions and elevations of (i) the building proposed for demolition, (ii) the building scheduled as replacement,and, in the direction of North, the positioning of each
  5. Floor plans and elevations to show a. where the building proposed as replacement is a block of flats (i) the position and dimensions of windows, doors and walls in the block and in each dwellinghouse in it (ii) the dimensions and use of all habitable and other rooms in each dwellinghouse in it. (b) where the building proposed as replacement is a single dwellinghouse - (i) the position and dimensions of the windows, doors and walls in it, and (ii) the dimensions and use of all habitable and other rooms in it
  6. A written statement specifying (i) the number of dwellinghouses in the building proposed for demolition (ii) the number of new dwellinghouses proposed in the building proposed as replacement 
  7. A written statement in respect of heritage and archaeological considerations of the development: All applications, where relevant heritage assets affected
  8. The developer’s contact address 
  9. The developer’s email address (if content to receive communications electronically)
  10. A Site Specific Flood Risk Assessment (Development in Flood Zone 2 or 3 or sites within 0.1% (1 in 1000) AEP RoFSW (risk of flooding from surface water) flood extent or the 1%(1 in 100) AEP plus 70% climate change fluvial extent. See Guidance Notes

  • Sunlight and Daylight Assessment – impacts on existing building and neighbouring buildings
  • Provision of natural light

4. Evidence of the date of construction of the building

5. Evidence of vacancy

6. Plans to show internal ceiling heights

7. Community Infrastructure Levy additional Information form

National List Requirements

  1. Completed application form or written description of the proposed development, to include materials to be used. The form must include data required by the Greater London Authority
  2. Evidence of Notice: That Notice has been given in accordance with A.2 (4) of Schedule 2 of the General Permitted Development Order 1995 (where mast within 3km of perimeter of an aerodrome)
  3. Appropriate fee: All applications - see guidance notes for Barnet additional fees
  4. An Ordnance Survey location plan (1:1250 scale) showing:
  • the property in relation to its surroundings
  • the boundaries of the property marked by a red line
  • other land owned by the applicant marked by a blue line
  • road names and direction of north

Barnet Essential Requirements

1. Existing and proposed block plan:

  • scale 1:200 with scale bar indicating a minimum length of 0 to 5 or 0 to 10 metres
  • showing trees within 15m of extension
  • each sheet must have a drawing reference number and include the site address

2. Existing and proposed site layout and elevations:

  • either 1:100 or 1:50 scale with scale bar indicating a minimum length of 0 to 5 or 0 to 10 metres
  • Each sheet must have a drawing reference number and include the site address

3. Photographs and photomontages (optional, but advised)

4. Supplementary Information Template to include:

  • area of search
  • evidence that mast/ site sharing has been considered
  • details of any consultation undertaken
  • where near a school or college, evidence that relevant body has been consulted
  • details of proposed structure and technical justification and information about the proposed development, inc. purpose and need
  • details of frequency and modulation characteristics and power output
  • applications should also be accompanied by a signed declaration that the equipment and installation has been designed in full compliance with the requirements of the radio frequency, public exposure guidelines of the International Commission on Non-Ionizing Radiation Protection.Further guidance set out in the Code of Practice on Mobile Network Development (2002)

Not all applications will require submission of all the documents listed below. For further information on the relevant thresholds, see the attached ODT document and guidance notes. 

  • Prior approval for new dwellinghouses on detached blocks of flats, detached buildings in commercial or mixed use, terrace buildings in commercial or mixed use, terrace buildings in use as dwellinghouses, detached buildings in use as dwellinghouses
  • Class A, AA, AB, AC, AD of Part 20 of the Town and Country Planning (General Permitted Development) (England) Order 2015, as amended

National List Requirements

  1. Completed application form and written description of the proposed development to include details of any dwellinghouse, engineering operations, replacement or additional roof plant, access arrangements including means of escape from fire, storage, waste and other ancillary facilities.The form must include data required by the Greater London Authority
  2. Appropriate fee: All applications - see guidance notes for Barnet additional fees
  3. A plan, drawn to an identified scale and showing the direction of North, indicating the site of the proposed development
  4. Floor plans which are drawn to an identified scale and show the direction of North indicating the total floor space in square metres of each dwellinghouse, the dimensions and proposed use of each room, the position and dimensions of windows, doors and walls, and the existing and proposed elevations of the building 
  5. A written statement specifying the number of new dwellinghouses (additional to any existing)
  6. A list of all addresses of any flats and other premises in the existing building 
  7. The developer’s contact address
  8. The developer’s email address (if content to receive communications electronically)
  9. A Site Specific Flood Risk Assessment (Development in Flood Zone 2 or 3 or sites within 0.1% (1 in 1000) AEP RoFSW (risk of flooding from surface water) flood extent or the 1%(1 in 100) AEP plus 70% climate change fluvial extent. See Guidance Notes
  10. A statement about the fire safety of the external walls of the development (Where the building is 18 metres or more in height)
  11. A statement about the fire safety impacts on the intended occupants (Where the development meets the fire risk condition)
  12. A report from a chartered engineer or other competent professional confirming that the external wall construction of the existing building complies with paragraph B4(1) of Schedule 1 to the Building Regulations 2010 (Where the building is 18 metres or more in height)
