The representor expresses their support for any representations made by Save Our Edgware and the Edgware Community Association. They request that Save our Edgware and the Edgware Community Association submission as reflecting their own concerns.
The Council refers to its response to Save our Edgware with regards to approach to Edgware (Policy GSS05), Site 27 and Site 28, redevelopment of the Broadwalk Shopping Centre, public transport and infrastructure..
The Council carried out the consultation on the MMs on behalf of the Inspector. This consultation was carried out on the same basis as the Reg 19 Local Plan which was published in Summer 2021. The Council has published Consultation Reports which set out what we have done to engage with people prior to submission of the Local Plan in late 2021 for Examination.

MM24 - GSS07 – Mill Hill East has not been designated by the Council as a Growth Area and has therefore not been downgraded. The Main Modifications have been used to correct errors at Site 46 and Site 47 which referred to it being a Growth Area. GSS07 sets out the contribution to boroughwide supply that Mill Hill East can deliver, it is not a target. Table 5 sets out the components of that supply, which totals 43,700 new homes in the lifetime of the Local Plan. This demonstrates that Barnet can deliver against and potentially exceed a minimum housing target of 35,460 new homes from 2021 to 2036. Waitrose can make a contribution to growth in Mill Hill East by submitting a planning application which will be considered with particular regard to Policy GSS07.
MM126 – Site 46 – JLP appear to be suggesting that Site 46 despite having planning consent is not deliverable in the lifetime of the Local Plan and therefore the Council should allocate their site because of this shortfall. The Council does not agree.
MM127 - Site 47 - The Council considers that the modified wording encouraging comprehensive development of the site allocation with neighbouring sites, should they come forward requires no change and is clear in terms of site requirements and development guidelines.
MM129 - Site 49 – JLP appear to be suggesting that Site 49 despite having planning consent is not deliverable in the lifetime of the Local Plan and therefore the Council should allocate their site because of this shortfall. The Council does not agree.
MM46 - Policy CDH04 - Para 6.18.3 states that : “The Council will also assess applications for tall buildings proposed on sites outside of the locations specified in CDH04A as potentially suitable for tall buildings; all applications needing to be determined against relevant development management policy criteria.” The Council therefore believes that the Inspector’s recommendations stated in paragraph 59 of the Inspectors’ letter of 17 August 2023 (EXAM143A). have been adequately addressed.
