22. Noise Assessment: Required for proposed development which is likely to be exposed to significant noise and/or vibration or cause a noise and/or vibration impact. For all noise sensitive and noise creating developments the Council will refer to the standards set out for internal and external noise levels in BS8233 (2014) and to the approach of BS4142:2014 (2019). As well as the Noise chapter of the PPG. Such assessments should be provided at application stage for sites where the noise impact is high
23. Air Quality Assessment: An Air Quality Assessment is required where development could potentially contribute to a worsening of local air quality eg Major and large scale commercial/ industrial use, CHP or biomass boilers. For minor development one will be required in areas of poor air quality or where there is a significant risk development will fail to satisfy requirements of London Plan Policy SI 1 (B1)
All development, in accordance with the London Plan, unless specifically excluded is required to submit an Air Quality Neutral Assessment (AQN Assessment) demonstrating how the Air Quality Neutral benchmarks in this guidance will be met. There is a simplified assessment for minor development.
All large scale developments subject to an EIA will need to demonstrate how they have used an air quality positive approach.
24. Ventilation and Extraction Details: Required for applications for pubs, restaurants, take-aways, gyms, industrial or other applications where ventilation or equipment proposed eg air-conditioning, mechanical ventilation
25. Land Contamination Assessment: A preliminary assessment is required for developments where site is on or near known or suspected contaminated land or where required due to the historical use of the land.
26. Marketing and Viability Assessment: Required where applications propose the loss of uses protected by policies within the development plan eg a change of use from/ loss of office, employment, retail, public house or community use, including marketing and viability information
27. Details of lighting
28. Sunlight and Daylight Assessment:
Required where development may have significant impacts on neighbouring properties.
In addition to residential accommodation, sensitive land uses may include many types of social and community infrastructure, including schools, hospitals and nursery.Seek advice from Planning Service.
29. Inclusive Design Statement to be included as part of a Design and Access Statement
30. Tall Buildings Statement: Required for Major developments for proposals defined as tall buildings (policy CDH04 Barnet Local Plan 2025) Buildings of 8 storeys and above or 26m above ground level
31. 3D Modelling using VuCity: Required for Major developments for extensions or new developments that meet the definition of ‘tall’ building’ as above
32. Environmental Statement (ES):
May be required for ‘urban development projects’ over 5ha in size or for more than 150 dwellinghouses. A screening request may be made to the Council to ascertain whether an ES is required for a development.
Contents of a full ES can be established through a scoping request.
It is recommended that requirements for schemes on sites over 0.5ha are discussed with the Planning Service at pre-application stage.
33. Statement of Community Involvement: All large scale major applications.
34. Whole Life Cycle Carbon Assessment: Required for all applications referrable to the Mayor of London and for major
Applications involving substantial demolition.
Substantial demolition will include total demolition of a building, façade retention redevelopment schemes and other redevelopment schemes where only the superstructure is being retained.

9. Flood Risk Assessment (FRA) and Sequential/ Exception Test including checklist from the West London SFRA:
The Council aims to protect any undeveloped Flood Zone 3b land
A site-specific Flood Risk Assessment and Sequential Test is required, in consultation with the Environment Agency (if applicable) or Lead Local Flood Authority if the proposal is:
- A development site of 1 hectare or over within Flood Zone 1
- A site within Flood Zones 2 or 3.
- A non-householder application on a site within 1% AEP (Annual Exceedance Probability) plus 70% climate change fluvial flood extent and/or the 0.1% AEP RoFSW (Risk of Flooding from Surface Water) flood extent
- Within an identified Critical Drainage Area
- Where a site may be subject to a source of flooding other than from rivers and its development would introduce a more vulnerable use.

- Ecological Assessment: Required where near known (or reasonable likelihood) of habitats of a protected species. Development proposing removal/ partial demolition of a roof will require a Bat Roost Assessment.

In addition, an Impact Assessment is locally required for all retail or leisure development of over 500 sq m in an edge or out of centre location.

A site-specific Flood Risk Assessment and Sequential Test is required, in consultation with the Environment Agency (if applicable) or Lead Local Flood Authority if the proposal is:
-A development site of 1 hectare or over within Flood Zone 1
-A site within Flood Zones 2 or 3.
-A non-householder application on a site within 1% AEP (Annual Exceedance Probability) plus 70% climate change fluvial flood extent and/or the 0.1% AEP RoFSW (Risk of Flooding from Surface Water) flood extent
-Within an identified Critical Drainage Area
-Where a site may be subject to a source of flooding other than from rivers and its development would introduce a more vulnerable use.

- Heritage Statement:
Required in a conservation area, for a listed building or where development would affect any other heritage asset or their setting including a positive building, locally listed building, area of archaeological significance.
The Council has produced specific guidance on requirements for Listed Building applications
- Ecological Assessments:
Plans should show any significant wildlife habitats or features and the location of habitats of any protected species. Applications for development that will affect sensitive areas must be accompanied by ecological assessments and include proposals for long term maintenance and management.
Appropriate assessments are required for all developments, where they are in proximity to known habitats of a protected species and also required for developments affecting sensitive areas (including for example, open landscape, sites adjacent to a river corridor, sites of nature conservation importance and statutory protected sites). Details of how the protection of biodiversity and habitats shall be achieved. The submission shall also include proposals for long term maintenance and management to secure the required biodiversity gains (30 years).
This information might be incorporated into an Environmental Statement, if one is necessary.
Appropriate ecological assessments will be required for all developments near known habitats of any protected species, or where there is a reasonable likelihood of a species being present. Any demolition will require a Preliminary Bat Roost Assessment. This Assessment will also be required for partial or full removal/ replacement roof on a householder application.

A biodiversity net gain assessment shall be undertaken using the latest DEFRA biodiversity metric for the site.
From November 2023, Environment Act 2021 requires all schemes will have to deliver at least 10% biodiversity net gain on the baseline survey and that this will be secured for at least 30 years. London Plan 2021 Policy G6 requires all development to deliver biodiversity net gains which shall be calculated in the same way.
- Tree survey and arboricultural statement:
Required where trees are located within 15m (edge of trunk) of development (on the site or adjoining land, including street trees). A plan to show their location and measures to protect them during development is also required.
Also required where there are ground level changes and/ or excavations including for enabling works.
- Open Space, Landscaping and Urban Greening Factor Statement: Where provision for biodiversity net gain is a requirement the soft landscape must be designed to facilitate the delivery of biodiversity net gains and amenity. Developments in conservation areas or affecting the setting of listed buildings. Major developments shall achieve and Urban Greening Factor of 0.3 for commercial and 0.4 for residential developments.
- Noise Risk and/or Impact Assessment:
A Noise Assessment is required for proposed development which is likely to be exposed to significant noise and/or vibration or cause a noise and/or vibration impact. For all noise sensitive and noise creating developments the Council will refer to the standards set out for internal and external noise levels in BS8233 (2014) and to the approach of BS4142:2014 (2019). As well as the Noise chapter of the PPG. Such assessments should be provided at application stage for sites where the noise impact is high
- Air Quality Assessment:
An Air Quality Assessment is required where development could potentially contribute to a worsening of local air quality eg Major and large scale commercial/ industrial use, CHP or biomass boilers. For minor development one will be required in areas of poor air quality or where there is a significant risk development will fail to satisfy requirements of London Plan Policy SI 1 (B1)
All development, in accordance with the London Plan, unless specifically excluded is required to submit an Air Quality Neutral Assessment (AQN Assessment) demonstrating how the Air Quality Neutral benchmarks in this guidance will be met. There is a simplified assessment for minor development.
All large scale developments subject to an EIA will need to demonstrate how they have used an air quality positive approach.
- Ventilation and Extraction Details: Required for applications for pubs, restaurants, take-aways, gyms, industrial or other applications where ventilation or extraction equipment proposed eg air-conditioning, mechanical ventilation
- Details of lighting:
All applications involving floodlighting schemes and development within or adjacent to rural areas or near the Mill Hill Observatory.
Development proposals where there are known bat habitats, or as identified as a result of Preliminary Ecological Assessment.
Details of lighting to be provided for all applications which include illuminated advertisements.
- Sunlight and Daylight Assessment:
Required where development may have significant impacts on neighbouring properties. Seek advice from Planning Service.
In addition to residential accommodation, sensitive land uses may include many types of social and community infrastructure, including schools, hospitals and nursery
facilities, as well as types of specialist housing such as elderly housing and care homes.
- Environmental Statement (ES): May be required for ‘urban development projects’ over 5ha in size or for more than 150 dwellinghouses. A screening request may be made to the Council to ascertain whether an ES is required for a development.
Contents of a full ES can be established through a scoping request.
It is recommended that requirements for schemes on sites over 0.5ha are discussed with the Planning Service at pre-application stage.
